BALLOT NOW OPENNJC LOCAL GOVERNMENT & SCHOOLS PAY 2023/2024

The consultative pay ballot, for all workers across Local Government, Schools & Academies that follow National Joint Council (NJC Green Book) pay, terms and conditions is now open.

GMB joint Local Government and Schools Committee representatives have discussed the pay offer and believe that you need and are worth more than what has been offered and are therefore recommending that you vote to REJECT.

GMB wants all members to have their say on pay as the more members that take part in the ballot, the stronger the message is to the Employer. The recommendation is for members to reject the pay offer, and if members do vote for rejection this will be followed by a formal ballot, in accordance with Employment Legislation, for industrial action.

The NJC Pay offer for 2023/24, that does not come with funding from Central Government, is a one year pay deal and is as follows:

  • With effect from 1 April 2023 an increase of £1,925 ( pro rata for part -time employees) to be paid as a consolidated, permanent addition on all NJC pay points 2 to 43 inclusive. This equates to 9.42% for SCP2 and 3.88% for SCP43.
  • With effect from 1 April 2023, an increase of 3.88% on all allowances, as listed in the FAQs

Whilst this appears to be the same offer as was made last year and once again equates to an hourly increase of approximately £1 an hour, it is in fact less in percentage terms than last year and there is no increase to annual leave. Further, inflation is higher than last year and food, energy and fuel costs continue to rise. The increase of £1925 would not be the amount received by part time or Term Time Only workers as they work fewer hours.

For GMB members employed within London Local Authorities, Councils & Schools.

The Greater London Provincial Council (GLPC) Agreement and the London pay spines have been amended each year in line with the pay awards agreed by the NJC for Local Government Services.

If the National Employers offer is accepted this would translate to an equivalent offer of £2,226 on outer London pay points up to SCP48 and an increase of £2,352 on inner London pay points up to and including SCP 50 ( both pro-rated for part time and term time only employees)

These figures are what would be paid if the National Employers offer is accepted but these figures are not being balloted on. The only offer on the table is the National Employers offer of £1925 and this is what you are being asked to decide on.
